In this research, we provide tools to overcome the information loss limitation resulting from requirement estimate results in discrete initial expression domain. Through use of 2-tuples, which are made up a linguistic term and numerical value calculated between [0.5,0.5), will be expressed. This model supports continuous representation data within its scope, permitting it express any counting received through an aggregation procedure. study provides novel approach develop multi-attribute group decision-making (MAGDM) with complex fractional orthotriple fuzzy 2-tuple (CFOF2TL) assessment details. Initially, concept set (CFO2TLS) is proposed convey uncertain information. meantime, simple operators, such as CFOF2TL weighted average geometric defined. addition, Maclaurin’s symmetric mean (CFOF2TLMSM) operators their shapes presented, attractive characteristics also discussed. A new MAGDM built using developed address managing economic crises under COVID-19 As result, effectiveness robustness method accompanied by empirical example, comparative carried out contrasting previous approaches.
